Federal prosecutors, however, do not mention the mafia in court documents. They allege the gambling ring generated millions of dollars through illegal sports betting, video gambling, and loansharking operations, with members using intimidation and violence—or the threat of it—to collect debts.

While the NCAA is not a signatory to Tuesday’s letter, the advisory also urges states to pass mandatory bans for individuals who threaten “amateur athletes” along with coaches, officials and team personnel.

“Threatening the safety of an athlete or their family members over a sports bet crosses a bright ethical and criminal line, and it is entirely unacceptable,” the leagues wrote in the statement.

The equinox, a relatively new phenomenon, occurs when the NFL, NBA, NHL and MLB all hold games on the same day. A fifth league, the MLS, also signed Tuesday’s letter. Although the equinox will transpire this year on 26 October, the MLS will not be in action.

The court action came as MDJS was warning of the financial impact of offshore betting. Director General Younes El Mechrafi told a parliamentary sport forum in December that illegal sports betting stakes reached about MAD3.5 billion in 2024. He put the cost to the state at some MAD700 million, split between the national sports development fund and the Treasury.

Meanwhile, Tunisian gambling law rests on Decree-Law 74-20 of October 1974. The only lawful sports betting channel is the state company Promosport. Pari-mutuel horse race betting is managed by the Agence Tunisienne de Solidarité.

Parliament is now considering two competing approaches to online gambling. But neither has produced a licensing framework.
